Michał Kulesza is an advocate, a partner in the technology department of Rymarz Zdort Maruta and the head of the FinTech & ICT Regulations team.
Experience and education:
He specialises in regulatory issues related to IT. He provides ongoing advice to financial sector entities in the areas of regulations (e.g. EBA, DORA and PFSA guidelines), IT outsourcing, digitalisation and cloud services, both on the side of contracting authorities and solution providers.
He has overseen unique projects with an aggregate value in excess of PLN 10 billion, including negotiating a deal to develop the Google and Microsoft regions in Poland and implementing pioneering cloud solutions in banks, insurance companies, investment funds, and entities in the healthcare (medical and pharmaceutical), energy, critical infrastructure and telecommunications sectors.
He conducts training sessions, teaches classes for postgraduate students and is a speaker at industry conferences. He has authored a number of publications in the trade and business press.
He graduated from the Faculty of Law and Administration of the University of Warsaw and the American Law School organised by the Levin College of Law at the University of Florida.
Awards and rankings:
In the Chambers FinTech Guide 2025 – FinTech Legal in Poland, Michał was ranked in Band 3. He was also recommended in the legal ranking prepared by Rzeczpospolita (2022). According to recent reports:
